State-Level Programs
The Texas State Energy Conservation Office will manage two major rebate programs launching in mid-2025, with $690 million in available funding:
- The HOMES Rebate Program focuses on comprehensive home energy improvements. This performance-based program rewards homeowners for making whole-house energy-saving retrofits.
- The Home Electrification and Application Rebate (HEAR) program specifically helps low and moderate-income homeowners. It offers rebates for switching to electrical heat pumps and making ventilation and insulation improvements.
